Phase 06 — Validation Strategy
Per-phase validation contract for feedback sampling during execution.

Wave 0 Requirements
Existing infrastructure covers all phase requirements; revision pass archives invalid 06-04 and promotes 06-05 as the only active gap-closure execution plan.
